David started his career in local government, serving Adams County (Colorado) and the City of Boulder (Colorado).  While at the City of Boulder, David served as the deputy project manager for the Congestion Relief Program, a Federally-funded investigation into the use of congestion pricing and transportation demand management strategies.  David next co-founded UrbanTrans Consultants with Stuart Anderson.  After selling his interest in the company in 2005, David joined the Texas Transportation Institute, where he led research activities in his key areas of expertise.  Since 2009, David has been a consultant with Parsons Brinckerhoff, serving as the National Managed Lanes Director and continuing to provide expertise in pricing, tolling, and transportation management.

David was the consultant project manager to the Colorado Department of Transportation for the development, design, and implementation of the I-25 Express Lanes, the first priced managed lanes in the state of Colorado.  This facility opened in 2006.

David is an internationally-recognized expert in congestion pricing, toll systems, managed (express or HOT) lanes, high occupancy vehicle lanes, active traffic management, and transportation demand management.
