Bay Area Express Lane Network Feasibility Study

Task leader for the development and pursuit of HOV to Express Lane conversion in the San Francisco / Oakland / San Jose Bay Area. This Metropolitan Transportation Commission (MTC) sponsored study evaluated the potential of converting HOV lanes to Express Lanes to improve operational efficiency and to speed funding and implementation of this dedicated roadway system. More than 500 lane-miles were examined to determine feasibility and prioritization for various implementation scenarios. A wide range of operational and design aspects of pricing adaptation were examined, including proposed designs for each corridor, access, separation strategies from adjacent lanes, enforcement requirements, project delivery, and operation policies through a regional Concept of Operations report. Findings are helping state, regional, and local agencies define an implementation plan for moving forward.
