Mileage Based User Fee Concepts and Public Attitudes Research
Led the initial review and conceptual development of future use-based transportation fees in Tyler, a small urban area in northeast Texas. Examined conceptual options included: pricing new capacity, road-use mileage fees (also known as a Vehicle Miles Traveled (VMT) fee or mileage-based user fee (MBUF)), and road-use variable fees (also known as area-wide variable pricing). This project studied the state of the practice in road-use mileage fees and variable fees. Findings from this effort led to subsequent research projects exploring public and stakeholder acceptance of road-use pricing in Tyler, conducted for the Texas A&M University Transportation Center for Mobility.
